By article 6 of the Federal law «About counteraction to legalization (washing up) of the incomes received by a criminal way, and terrorism financing" it is established, operation with money resources or other property is subject to the obligatory control if the sum on which it is made, is equal or exceeds 600000 roubles or is equal to the sum in a foreign currency equivalent of 600000 roubles, or exceeds it, and in character given operation represents:
Transfer or transfer into account of money resources, granting or reception of the credit (loan), operation with securities in case at least one of the parties is physical or the legal body having accordingly registration, a residence or the location in the state (in territory) which (which) does not participate in the international cooperation in sphere of counteraction to legalization (washing up) of the incomes received by a criminal way, and to terrorism financing, or one of the parties is the person owning the bank account, registered in the specified state (in the specified territory). The list of such states (territories) is defined in an order established by the Government of the Russian Federation on the basis of lists, confirmed by the international organizations which are engaged in counteraction to legalization (washing up) of incomes, received by a criminal way, and to terrorism financing, and is subject to publication.
Until recently in the specified list 2 states have been included only: Myanma, Nigeria (the ORDER of Rosfinmonitoringa from 4/24/2006 N 53). But the mentioned order of Rosfinmonitoringa has been excellent the Order from 1/24/2007 №13 and on the present new the states is not confirmed.
Thus, it is possible to ascertain that now in Russia there are no the special acts interfering work with the offshore companies. Despite it, it is necessary to consider a current political situation also.
