«The black list» OESR includes now only following jurisdictions: Andorra, Liberia, Liechtenstein, Monaco, Marshall Islands.
At «the black list» FATF there is Myanma, Nauru and Nigeria.
Detailed consideration of national "black" lists and inclusion consequences in them is beyond the present article, however at a choice of concrete jurisdiction for company registration it is necessary to consider a site of prospective counterparts and their readiness to make payments on the company of the chosen jurisdiction, proceeding from the national legislation.
«Black lists» in Russia.
Any is standard fixed lists of offshore zones and jurisdictions in Russia are absent. In 2002 the Ministry of Taxes and Tax Collection had been published own list of offshore territories (the Letter of the Ministry of Taxes and Tax Collection of the Russian Federation from March, 27th, 2002 №С-6-26/360 "Information interchange).
As a matter of fact, the given letter contains two lists: the list of the countries which do not have contract with Russia about an exception of the double taxation or about an exchange of the tax information (now this list of the countries has become outdated and to be guided by it it is inexpedient) and the list of offshore zones (25 territories).
